
E-QURYLYS: A New Stage in the Digitalization of Construction Processes
On July 15–16, 2026, Darkhan Tleuberdinov, Head of the Capital Construction Department, and Alexey Shuldais, Chief Specialist, attended a seminar organized by PCG Expert in Almaty. The seminar focused on the topic “The New Construction Code of the Republic of Kazakhstan. Practical Work in the E-QURYLYS Information System. New Rules, Digitalization, and Oversight of the Construction Industry in 2026.”
Atameken-Agro plans to implement major investment projects involving the construction of a lentil processing plant and an oil extraction plant. It is therefore particularly important for the Company’s specialists to strengthen their expertise in capital construction, study new legislative requirements, and master modern digital tools for managing and supporting construction projects.

“During the seminar, we studied the key provisions of the new Construction Code of the Republic of Kazakhstan and gained practical experience working in the E-QURYLYS information system. It was particularly valuable to learn how to work with digital registers of engineering and technical personnel and permit documentation, prepare commissioning certificates, and support licensing and state oversight procedures,” said Darkhan Tleuberdinov.
Particular attention was given to the automation of permitting procedures, the digitalization of urban planning, new requirements for construction industry participants, and seismic safety issues.
The knowledge gained will help Atameken-Agro improve the management and support of its capital projects, reduce risks, and strengthen control over every stage of construction, from document preparation to the commissioning of completed facilities.
